if you plan to visit Norway as tourist you will need to apply for a visa holding a South African passport. Norway is one of the 25 Schengen countries which have opened their internal borders for travel and therefore have certain restrictions and visa requirements for tourist travel.
Only tourists of Andorra, Argentina, Australia, Brazil, Brunei, Canada, Chile, Costa Rica, Croatia, El Salvador, Guatemala, Honduras, Hong Kong (SAR), Israel, Japan, Liechtenstein, Macao (SAR), Malaysia, Mexico, Monaco, New Zealand, Nicaragua, Norway, Panama, Paraguay, San Marino, Singapore, South Korea, USA, Uruguay, Vatican City, and Venezuela may travel visa-free to Norway and the other 24 Schengen countries. All others require a visa which must be obtained at the embassy/consulate of the country you plan to stay most of your visit, or if it should be equally distributed at the country where you enter the Schengen area.
So if you want to visit Norway you will have to apply for a Schengen visa at the Norway Embassy.
